Studying everyday eye movements could aid in diagnosis of neurological disorders

ScienceDaily (Aug. 30, 2012) ? Researchers at USC have devised a method for detecting certain neurological disorders through the study of eye movements.

In a study published August 30 in the Journal of Neurology, researchers claim that because Attention Deficit Hyperactivity Disorder (ADHD), Fetal Alcohol Spectrum Disorder (FASD) and Parkinson's Disease each involve ocular control and attention dysfunctions, they can be easily identified through an evaluation of how patients move their eyes while they watch television.

"Natural attention and eye movement behavior -- like a drop of saliva -- contains a biometric signature of an individual and her/his state of brain function or dysfunction," the article states. "Such individual signatures, and especially potential biomarkers of particular neurological disorders which they may contain, however, have not yet been successfully decoded."

Typical methods of detection -- clinical evaluation, structured behavioral tasks and neuroimaging -- are costly, labor-intensive and limited by a patient's ability to understand and comply with instructions.

To solve this problem, doctoral student Po-He Tseng and Professor Laurent Itti of the Department of Computer Science at the USC Viterbi School of Engineering, along with collaborators at Queen's University in Canada, have devised a new screening method.

Participants in the study were simply instructed to "watch and enjoy" television clips for 20 minutes while their eye movements were recorded. Eye-tracking data was then combined with normative eye-tracking data and a computational model of visual attention to extract 224 quantitative features, allowing the team to use new machine-learning techniques to identify critical features that differentiated patients from control subjects.

With eye movement data from 108 subjects, the team was able to identify older adults with Parkinson's Disease with 89.6 percent accuracy, and children with either ADHD or FASD with 77.3 percent accuracy.

Providing new insights into which aspects of attention and gaze control are affected by specific disorders, the team's method provides considerable promise as an easily deployed, low-cost, high-throughput screening tool, especially for young children and elderly populations who may be less compliant to traditional tests.

"For the first time, we can actually decode a person's neurological state from their everyday behavior, without having to subject them to difficult or time-consuming tests," Itti said.

Funding for the research came from the National Science Foundation, the Army Research Office, the Human Frontier Science Program and the Canadian Institutes of Health Research.

Are You Being Monitored At Work?

A 2011 survey found that over half of US employers are monitoring their employees' computer usage. How can you find out if you are one of them? And if you are, what should you do about it?

There are two main ways employers track computer usage ? with monitoring software on your desktop, and by watching the traffic on the corporate network. Also, many companies have written guidelines about Internet usage and may indicate if they are monitoring you. HR departments should have these policies available for employee review.

Monitoring Software on Your Computer
Monitoring software tracks all your activity and sends logs to the boss or IT department. Without your knowledge, they may be receiving reports listing the websites you visit, time spent in specific software programs, or even how much you play solitaire. The programs that do this are myriad, but there are often signs that they're running.

On a Windows machine:

  • First, look in the system tray and start up folder. Do you see programs with names like VNC or LogMeIn, GoToMyPC, Shadow, SpyAgent, Web Sleuth and Silent Watch. An IT person can choose to hide these programs from the user so they are not in the Start Menu, but many assume the user won't look for them or know what these programs are.
  • The Windows taskbar often lists all the actively running programs. Check all the icons in the taskbar in the bottom right hand corner of the screen and make sure you know what each program is.
  • The Windows Firewall must give monitoring programs permission to send and receive information. Search 'firewall', open it, click 'exceptions' or 'add program'. Then look to see if any of the above-mentioned programs or any programs that are unknown to you have permission to pass through the ports.

On a Mac:

  • Open Finder and look under applications , click 'utilities' and launch 'activity monitor'. Search for unknown processes or any with VNC in the name.

If you see something in any of these places that you're unfamiliar with, search it online to see if it's a monitoring program.

(Sidenote- many of these monitoring programs can be purchased off the shelf and used to monitor home computers. These are also tools an ID thief could use on a public computer to collect data.)

If You Find Monitoring Software
If you do find any monitoring software on your work computer, do NOT try to remove it. Two reasons: first, doing so may make it look like you have something to hide, raising suspicions; second, your employer has a right to have this software installed on the computer. After all it's their machine.

Monitoring Through The Network
The second way employers can monitor what you do on your computer is a lot harder to detect, because there's no trace on your personal machine; it's all done through the network. Employers can track the files you access on the corporate drives, the email you send through the company system, and the websites you visit via your work machine. And unless you have an "in" with the IT department, there's virtually no way to know if your company is monitoring traffic this way.

So What If You Want A Little Privacy?
Since so many employers have the power to monitor their employees, it's safest to assume that you are being watched. But what if you really need to do something privately?

EMAIL: If you are hunting for a new job or your employer is strict about use of corporate accounts for personal email, use web-based email. Most of the major providers encrypt webmail so it can't be intercepted on the network.

SMARTPHONE: As long as you are connected over your cellular data connection (and not the company Wi-Fi), you can surf the web and send private email (on your non-corporate account) without detection.

ANONYMIZERS:? There are services (usually for a fee ? for example, anonymizer.com for $70) that will create a VPN or secure tunnel that hides all your traffic from the corporate network. These are handy tools to have if you need secure access to the Internet in unsecured locations like Wi-Fi cafes or public computers; they create a cloak around all IP addresses and data sent on the network. But an anonymizer may not hide your activity from a desktop monitoring program that grabs screen-shots, and many corporate IT departments forbid them and seek them out for removal from corporate machines.

TORONTO ? After allowing viewers to gape at the excesses of the rich bride, support the frugality of the poor bride, and cheer the weight loss of the bulging bride, reality TV is dishing up a new twist to televised nuptials ? brace yourself for the teen bride.

Slice is currently casting in Canada for ?My Teenage Wedding,? a series that has raised eyebrows among some parents who worry the show may be cashing in on the vulnerabilities of young love and could negatively impact youth audiences.

But those behind the series say the show is more of a social documentary that could even serve as a conversation starter for parents worried about their teens? relationships.

Nonetheless, the series, which will air next winter, concerns 38-year-old mother Gabrielle Domingues, who saw a notice about the show?s casting call.

?I just think it?s borderline inappropriate,? she said of youth-focused reality show. ?It?s one thing to show adults in that light?and another to show minors exposing their mistakes and their vulnerabilities at such a raw and impressionable age, and by association making an impression and influencing youth who are watching.?

The proliferation of youth-focused reality shows makes the self-described pop culture junkie from Toronto wonder how much media attention her 10-year-old will want as he grows up, particularly since he already enjoys making YouTube videos with his family.

?Because they see themselves reflected back on the screen, a lot of kids now do think ?I could do that, I could be on that show,?? she said. ?As a parent, I can teach my children what?s appropriate and what?s not?You need to have a dialogue.?

Those behind ?My Teenage Wedding? say the show is a way to start that conversation if a parent is concerned about their child?s relationships or the impact reality shows might have.

?It actually gives them a vehicle and a reason to bring it up,? said Christine Shipton, vice president of original content at Shaw Media ? Slice?s parent company ? who notes she hasn?t heard any parental concerns from the airing of four pilot episodes in the spring.

?If this is a point of view that you?re concerned is affecting your kids in a negative way, you need to talk to them about it.?

Response to the show?s casting call has been ?robust? so far, said Shipton. Applicants have included teens from a variety of socio-economic backgrounds and sexualities.

The youngest applicant so far has been 17, and producers expect most of those looking to be on the show to be between 17 and 19.

?We?re certainly not aggressively going out and saying ?Ooh let?s find the 15-year-old.? There?s no sense of salaciousness like that,? said Shipton.

The show is part of a strategy at Slice to broaden the channel?s audience and is meant to go beyond a typical wedding planning series.

?It?s really a story about when a teen world meets an adult world,? said Shipton. ?It?s as much about the mother-daughter relationship, relations with siblings, relations with friends, and then of course the pay off ? the wedding ? and how we as an audience feel at the end about this couple.?

The show, being made by Cineflix Productions, will have 14 half-hour episodes, and will follow a variety of young couples as they navigate their way to the altar.

For Mara Shapiro, the show and others like it are an opportunity to communicate with her teenagers.

?If you want to connect with your kids, talk about things they?re interested in,? said the co-founder of Momfaze.com, a website that offers advice for parents with teens.

?If it happens to be Teen Wedding, then watch with them and ask them ?What do you think about that? Would you want to be married at that age? What do you think about love?? To me those would be great opportunities to talk to your kids.?

While the Toronto mother of three teenagers doesn?t think much of the latest youth-focused reality shows herself, Shapiro notes she?d be more concerned if she felt teens were making certain life choices just so they could get on TV.

Parenting adviser and author Judy Arnall points out that adults shouldn?t discount the ability of teenagers to make good decisions on their own.

?Teens are very smart, they?re very savvy. They know a lot more than we give them credit for,? said Arnall.

?All through time kids have watched and listened to inappropriate stuff and that?s a very small part of a teenager?s life. If it?s buffered by good relationships with parents? then they don?t have to worry.?

University of British Columbia professor Daniel Keyes, who has conducted research on reality TV, adds that while it?s difficult to say just what message teen audiences take away from such shows, it could be one that differs from what producers aimed for.

?Viewers might be making different meanings out of it. And it may be a positive thing,? he said. ?Sit down with your children and watch really bad TV tonight ? you?re at least going to be talking about what values you have.?

Israel to return ancient coffin lids to Egypt

JERUSALEM (JTA) ? Israel will return to Egypt the lids of two ancient sarcophagi that had held mummies.

The coffin lids were confiscated in Jerusalem in April by the Israel Antiquities Authority, according to media reports.

The ancient decorated wooden covers, determined to be authentic and thousands of years old, were stolen from Egypt and smuggled first to Dubai and then to a European country before arriving in Israel. They were sawed in half to allow for their easy transport, causing irreparable damage to the ancient items.

They were discovered during a raid of antiques shops in the Old City of Jerusalem by inspectors of the Unit for the Prevention of Antiquities Robbery.

The coffin covers likely were brought to Israel in order to obtain authentication documentation that would allow them to be exported and sold abroad to the highest bidder. The documentation would have identified them as being discovered in Israel.

Fewer than 7 percent of Lonmin workers reports for duty

JOHANNESBURG (Reuters) - Fewer than 7 percent of Lonmin's 28,000-strong South African workforce reported for duty on Thursday, as the platinum producer held talks with warring unions aimed at cooling tensions and bringing people back to work.

The world's third-largest platinum producer has had its mining operations shut for almost three weeks because of a violent turf war between the established National Union of Mineworkers (NUM) and militant Association of Mineworkers and Construction Union (AMCU) that has killed 44 people this month.

That total includes 34 striking workers killed at once in a hail of police bullets, stiffening the resolve of surviving comrades to hold out until their demands are met.

"We have a 6.6 percent average attendance across all shafts this morning," Lonmin said in a statement on Thursday.

The talks to end the impasse in the platinum mining city of Rustenburg northwest of Johannesburg resumed on Thursday after dragging into the night on Wednesday.

Gideon du Plessis, deputy secretary general of trade union Solidarity, said discussions are to secure "a return to work agreement - with the aim of getting workers back to work on Monday after most funerals have been concluded."

He said the grievances raised by the striking workers would then be dealt with and finally, a "peace accord" would be reached.

Solidarity represents skilled workers and its members have not been on strike but all unions are taking place in the talks.

The 3,000 strikers who have brought things to a standstill are mostly rock driller operators demanding a monthly wage of 12,500 rand ($1,500), which would be a hike of over 25 percent of what the company says it currently pays, excluding bonuses.

In Australia, South Africa's mines minister Susan Shabangu said on the sidelines of a mining conference in Perth that the violence was undermining investor confidence in Africa's largest economy, which sits on 80 percent of known platinum reserves.

"It is a cause for concern. The tragedy does impact on any potential investments. Any investor would like to invest in a stable environment, we've got to recognize that," she said.

Lonmin accounts for 12 percent of the global output of platinum, used in car catalytic converters and jewelry.

Lonmin has said it may issue new shares to shore up a balance sheet hit by lost output and revenue, and the prospect of further losses as the entire platinum sector struggles with soaring power and labor costs and poor demand.

Chicago Teens Share Concerns About Crime and Gun Violence in "Don't Shoot, I Want to Grow Up"

This summer, students in the Columbia Links high school journalism and news literacy program at Columbia College Chicago wrote about violence, fears and their hopes for their city to be a safe place to live. The resulting letters, compiled into a booklet titled, ?Don?t Shoot, I Want to Grow Up,? detail student fears about gangs, domestic violence, neighborhood safety, crime and perceptions about Chicago.

Twenty-two students in the Columbia Links high school journalism and news literacy program at Columbia College Chicago this summer wrote about their fears and hopes for their city to be a safe place to live. The resulting letters, compiled into a booklet titled, ?Don?t Shoot, I Want to Grow Up,? available at columbialinks.org, details student fears about gangs, domestic violence, neighborhood safety and perceptions about Chicago.

The idea for the publication came from reporter Celia Daniels, a Columbia Links mentor. Daniels said she observed that many of the high school students' applications to be considered for the program expressed an urgent desire to write about the violence enveloping them.

Excerpts from the teen essays, which include students across Chicago, include a quote from a student who compares Chicago to Iraq, because it feels like he?s living in a war zone. Another student says it?s difficult to be proud of her city and invite others to visit. Several suggest there are negative tourism implications as a result of all the neighborhood violence.

These quotes show the impact of violence on the young author?s lives:

  • "Chicago is also known as 'Chi-Raq' to my friends because it feels as if the streets are at war.?--Raymond Roundtree, 17, a sophomore at Options Laboratory School who lives on the South Side.

  • "I love my city, but I'm finding it harder to defend it."--Taylor Nazon, 17, a senior at Trinity High School who lives in Beverly.
  • "Living each day as if it were my last."--Asia Williams, 15, a sophomore at Westinghouse College Preparatory Academy who lives in the Belmont Cragin neighborhood on the Northwest Side.
  • "I don't want to be scared."-- Diamond Trusty, 15, a junior at Prosser Career Academy who lives on the West Side.
  • "I don't want to be next."--Victoria Susberry, 14, a freshman at Lindblom Math and Science Academy who lives in Beverly.

Aim to consume roughly three to five grams before you begin working out and a similar amount after you finish your workout for the maximum effect.

WARSAW, Poland (AP) ? It was pretty much all the money Bozena Oracz had after a working life as an accountant: the equivalent of $15,000. She placed it in a fund investing in gold, with the hope of paying for her daughter's studies and getting treatment for a bad knee.

Those dreams were dashed when she discovered she had fallen victim to an elaborate fraud scheme that has left thousands of Poles, many of them elderly, facing financial ruin.

The so-called Amber Gold affair is one of the biggest financial scandals to hit Poland since the fall of communism in 1989. The extent of wrongdoing is still murky, but it seems to have some elements of a pyramid scheme, meaning the financial institution used funds from new clients to pay off older clients rather than investing them.

Consumed with anger and desperation, 58-year-old Oracz traveled last week from a small town near Warsaw to a law firm in the capital to consider whether, after losing 50,000 zlotys, she should risk another 3,000 zlotys ($920; ?730) on the fee to join a class-action lawsuit seeking to recover some of the losses.

"This was a lot of money to me ? it was my savings," Oracz said, fighting back tears. Now retired and living on a small pension, she sees no way of building another nest egg. "My pension barely covers my needs," she said.

The affair has raised questions about the effectiveness of Poland's justice system and government because authorities failed to act against the scheme despite red flags from regulators and the criminal record of its young owner. Scrutiny has also focused on the prime minister due to business dealings his son had with those running the scheme. The scandal has even touched democracy icon Lech Walesa, who fears it could tarnish his good name.

Prosecutors say investors lost about 163 million zlotys ($50 million; ?40 million), a number that has been mounting as more and more victims come forward. Any law suits could take care years to go through the courts, with no guarantee of their outcome.

"People are desperate," said Pawel Borowski, a lawyer preparing the class-action suit that Oracz is considering joining. "In most cases the clients lost life savings or sold family properties to make investments."

The financial institution, Amber Gold, promised guaranteed returns of 10 to 14 percent a year for what it claimed were investments in gold. Many of its clients were older Poles who grew up under communism and lacked the savvy to question how a financial firm could guarantee such a high return on a commodity whose value fluctuates on the international market. The promised returns compared well to the 3 to 5 percent interest offered by banks on savings accounts ? earnings essentially wiped out by the country's 4 percent inflation rate.

"These were people with a low level of financial education," said Piotr Bujak, the chief economist for Poland at Nordea Markets. "They think it's still like in the old times, where everything was guaranteed by the state. They underestimated the risk."

Amber Gold launched in 2009, opening branches in city centers alongside respected banks, with white leather sofas and other sleek touches that conveyed sophistication and respectability. It bombarded Poles with convincing advertisements. Some early investors got out with their expected gains, adding to the fund's credibility.

The company, based in Gdansk, capitalized on gold's allure while playing on people's anxieties in unpredictable financial times. "We are dealing with a loss of confidence in the entire financial system and an urgent need for safe investments," one ad said. "The environment for gold is perfect."

Amber Gold drew in 50,000 investors over its three years of operation, though the company's founder, Marcin Plichta, said there were only about 7,000 at the time of liquidation.

Soon after Amber Gold began operations, the Polish Financial Supervision Authority put it on a "black list" of institutions that operate like banks without authorization. There are 17 other such black-listed institutions in operation, but the regulators lack the authority to shut them down. This has sparked a debate in the government and news media about whether courts should be more aggressive in intervening.

According to prosecutors, the company did use some of its money to invest in at least one legitimate business: It was the main investor in budget airline OLT Express. It was this investment that brought Amber Gold down ? when the airline filed for bankruptcy, Amber Gold entered liquidation and its scheme of investments unraveled. Its bank accounts were blocked and it was unable to return the money of thousands of its customers.

Plichta was charged this month with six counts of criminal misconduct.

Prime Minister Donald Tusk's center-right government went into damage-control mode when it emerged that the leader's son, Michal Tusk, had done PR work for the airline. Tusk said he had warned his son against doing business with Plichta but that ultimately he son makes his own decisions.

Leszek Miller, the head of the opposition Democratic Left Alliance, asked how Tusk could warn his son against involvement in the airline but not warn the thousands of Poles who invested in the fund. Miller has called for a parliamentary inquiry into the scandal.

Public discontent is also centering on the justice system because Plichta, 28, has past convictions for fraud, and many Poles are asking why authorities ? aware of his criminal record ? didn't stop him sooner. Born Marcin Stefanski, he took his wife's last name to distance himself from his past crimes.

The country's top prosecutor, Andrzej Seremet, admitted Monday that prosecutors were negligent in failing to heed multiple warnings since 2009 about Amber Gold from the financial supervisory body. He announced personnel changes in the office he blamed for mistakes.

The affair also has an unlikely connection to the Solidarity leader and former president, Lech Walesa, because an Oscar-winning director, Andrzej Wajda, was relying on money from Amber Gold to produce a film about Walesa's struggle in the 1980s.

Walesa came out publicly to make clear he is not involved in any way, saying he doesn't want his name "dirtied."

Many of the unlucky investors are not only furious but wracked by shame and guilt.

Engineer Andrzej Malinowski, 61, put three months of salary ? 25,000 zlotys ($7,660; ?6,100) ? into Amber Gold. He made the investment without consulting with his wife, sensing that there was some risk and that she would not have agreed.

Now he is so shaken and embarrassed that he doesn't want to talk about it, leaving his wife, Danuta Malinowska, to help unravel the mess.

"He saw that gold was going higher and higher so he believed that maybe it would be a good deal," Malinowska said. "Now he has so much guilt that I am trying to help ? contacting the lawyer, filling in the forms, writing to the prosecutors. But the justice system is very ineffective. I don't believe we will be getting any of this money back."

Typhoon kills five Chinese fishermen off South Korea

SEOUL (Reuters) - A typhoon with winds of up to 170 kmh (106 mph) buffeted South Korea's west coast on Tuesday, killing five people at sea and leaving 10 missing when two Chinese fishing vessels capsized.

Typhoon Bolaven barreled up the coast before making landfall in already flood-ravaged North Korea as the impoverished country struggles to feed its 24 million people.

A second typhoon was making its way up a similar course on Tuesday and was expected to hit the peninsula later in the week.

Coast guard rescuers pulled 18 surviving fishermen from the Chinese vessels that capsized off the southern island of Jeju and found five bodies, the emergency services said.

The storm knocked out power for nearly 200,000 homes in South Korea and uprooted poles but there was sharply less serious rain damage than had been feared.

China warned of possible flooding in coming days that could hit corn and soy crops in parts of its three northeastern provinces.

Schools were closed for the day in the South Korean capital, Seoul, and in the south, but financial markets, industrial and energy installations and government services operated as usual.

Hundreds of international and domestic flights were cancelled.

Local news reports said power was cut briefly to the petrochemical factory complex in Yeonsu, affecting LG Chemical, Hanwha Chemical 009830.KS>, Kumcho Petrochemical and Yeochun NCC Co but impact on production was limited.

The storm hit the southern part of North Korea's west coast, near the farming regions surrounding the capital Pyongyang, the South's national weather service said.

The destitute North, which has trouble feeding its people even in years with good harvests, has said heavy rains in July and August inundated farmland and triggered landslides, killing hundreds and leaving families homeless.

KABUL (Reuters) - A rogue Afghan soldier shot dead two U.S. troops in east Afghanistan on Monday, the NATO-led coalition said, the latest in a series of insider killings that have strained trust between the allies ahead of a 2014 pullout by foreign combat troops.

The deaths in Laghman province brought to 12 the number of foreign soldiers killed this month, prompting NATO to increase security against insider attacks, including requiring soldiers to carry loaded weapons at all times on base.

They also come a week after U.S. Joint Chiefs of Staff chairman Martin Dempsey visited Kabul to talk about rogue shootings and urge Afghan officials to take tougher preventative action.

"ISAF troops returned fire, killing the ANA (Afghan National Army) soldier who committed the attack," the NATO-led International Security Assistance Force said in a statement.

There have been 33 insider attacks so far this year that have led to 42 coalition deaths. That is a sharp increase from 2011, when, during the whole year, 35 coalition troops were killed in such attacks, 24 of whom were American.

Afghanistan's government said on Wednesday it would re-examine the files of 350,000 soldiers and police to help curb rogue shootings of NATO personnel, but accused "foreign spies" of instigating the attacks.

The killings, many of which have been claimed by the Taliban as evidence of insurgent reach and infiltration, have eroded trust between the NATO-Afghan allies and are complicating plans for transition to Afghan security within two years.

NATO commanders have played down the threat of infiltration, blaming most of the shootings on stress or personal differences between Afghans and their Western advisers that ended at the point of a gun, a frequent occurrence in Afghanistan.

But the U.S. general leading NATO forces in Afghanistan acknowledged last Thursday that the Taliban could be traced to more insider attacks than previously acknowledged, accounting for about a quarter of the cases.

The Afghan government agreed after Dempsey's visit to improve the vetting of army and police recruits by requiring stronger guarantors, a more stringent test questionnaire and biometric data on all would-be and existing personnel.

More undercover intelligence officers would be recruited and placed in Afghan security forces to keep an eye on soldiers and police, while security force members with families in neighboring countries would be heavily scrutinized for possible relations or exposure to cross-border insurgents.

But President Hamid Karzai's spokesman also said the number of attacks was also relatively small given the presence of 120,000 foreign troops among 350,000 Afghan security forces.

Taliban insurgents on Sunday killed 10 Afghan soldiers and wounded four in an attack on a checkpoint in volatile southern Helmand province, provincial officials said.

(AP) ? A huge explosion rocked Venezuela's biggest oil refinery and unleashed a ferocious fire on Saturday, killing at least 26 people and injuring more than 80 others in one of the deadliest disasters ever to hit the country's key oil industry.

Balls of fire rose over the Amuay refinery, among the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet its domestic needs as well as its export commitments.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released.

Officials said those killed included a 10-year-old boy, and that 17 of the 26 victims were National Guard troops stationed at a post next to the refinery.

President Hugo Chavez declared three days of mourning.

"This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."

Chavez said he ordered a "deep investigation" to determine what caused the explosion.

Vice President Elias Jaua, who traveled to the area in western Venezuela, said the authorities tried "to save the greatest number of lives."

Officials said firefighters had controlled the flames at the refinery on the Paraguana Peninsula, where clouds of dark smoke still billowed in the afternoon.

The blast occurred about 1:15 a.m. when a gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said. He said an adjacent National Guard post was severely damaged by the blast, along with nearby homes.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said. "The blast wave was of a significant magnitude."

Images in the early hours after the explosion showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

Some people in surrounding areas were evacuated or fled, officials said.

Ramirez said a panel of investigators was being formed to probe the cause of the gas leak. A prosecutor was appointed to lead the investigation and troops were deployed to the area.

The explosion hit an area of storage tanks in the refinery, and nine of the tanks were damaged, Ramirez said.

"All of the events happened very quickly," Ramirez said. "When we got here in the middle of the night, at 3 or 3:30 in the morning, the fire was at its peak."

He said supplies of fuel had been cut off to part of the refinery, and that the fire had been brought under control, though the flames continued to burn up fuel in some of the tanks. Firefighters, he said, were using foam to extinguish the flames in one of the remaining tanks.

"This regrettable and sad event is controlled, is under control," Ramirez said on television, while plumes of smoke continued to billow.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

Ramirez said the state oil company Petroleos de Venezuela SA should be able to "restart operations in a maximum of two days."

"We want to tell the country that we have sufficient inventories of fuel. We have 10 days of inventory of fuel," Ramirez said. He said the country's other refineries were operating at full capacity and would be able to "deal with any situation in our domestic market. ... In that sense, we won't have major effects."

An official of the state oil company, known as PDVSA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

In terms of international oil markets, the disaster is not likely to cause much of a ripple, said Jason Schenker, an energy analyst and president of Austin, Texas-based Prestige Economics LLC. Noting that other refinery accidents and shutdowns regularly occur around the world, he said: "There's likely to be relatively limited impact on global crude or product pricing."

"The real tragedy," he said, "is that these events continue to happen, not just in Venezuela but everywhere. It is a dangerous business."

While the cause of Saturday's disaster remains unclear, some oil workers and critics of Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company.

"This tragedy is probably the worst one the oil industry has had in many years. Accidents happen, of course, although the problem with PDVSA is the inordinate amount of accidents that have taken place during the last years," said Gustavo Coronel, an energy consultant and former executive of PDVSA. Considering that record overall, Coronel said, "we are not talking about bad luck but about lack of maintenance and inept management."

Ivan Freites, a labor leader and employee who has worked at the refinery for 29 years, said workers had repeatedly alerted PDVSA officials to problems that they feared could lead to an accident.

"It's the first time that we see something like this in Venezuela, and it's not a coincidence because we've been complaining about problems and risks, including fires, broken pipes and a lack of spare parts," Freites said in a telephone interview on Saturday from an area located a few miles (kilometers) from the refinery.

"We warned that something was going to happen, a catastrophic event," said Freites, secretary general of a 1,200-member union of oil and natural gas industry workers in Falcon state.

Deadly explosions at pipelines and refineries have taken a toll over the years in various countries, in some instances claiming hundreds of lives.

In one deadly incident in Venezuela in 1993, a natural gas pipeline exploded beneath a highway in Las Tejerias, engulfing a passenger bus and cars. Officials said 36 people were killed.

Opposition leader Henrique Capriles, who is challenging Chavez in the country's Oct. 7 presidential election, expressed condolences to the victims and their families.

"We Venezuelans are one, and we grow in the face of this type of situations," Capriles said.
